A Bill to Reduce the Gasoline Tax Consumers Pay

Article 1:	Citizens of the United Kingdom pay a higher gasoline tax than citizens 
            in any other country in the world.

Article 2:	The gasoline tax will be frozen at its current rate for the next five years
            as of May 2005.

Article 3: A panel of experts, representing industry and environmentalists, will convene 
           to study the gasoline tax and consider ways to make it more fair.

Article 4: A year from now, this panel will recommend a new gasoline tax to replace the
           current one. This tax should be designed to discourage emission of greenhouse
           gasses, while also giving more transportation freedom to businesses and individuals.

Article 5: The House of Commons will vote on this new gasoline tax a year from now.
